Chem-Trails or Stratospheric Aerosol Geo-engineering and the principles behind HAARP.
The original idea for HAARP was to be able to create storms for draught areas, etc. In other words, humanitarian intentions.
Unfortunately, the scientists who started the idea got funding from the military, so some of the goals for the project have taken a less humanitarian direction.
Chem Trails is the ” evidence in plain site” of aerial spraying all over the planet.
Research had been published entitled ” Modification of Cirrus Clouds” in 2009-2010 introducing a theory to reduce global warming which proposed two methods of delivery of a proportion of metallics to silica” and the residual staying power of one to two weeks in the atmosphere.
This was referenced to a 1991 patent held by Hughes Aircraft Company that aerial spraying could be used “to reduce global warming through stratospheric seeding with aluminum oxide… thorium oxide, boron, and refractory Welsbachh material ….
The IPCC [Intergovernmental Panel on Climate Change] published a paper in 2001 where the the claims are identical to Hughes Aircraft™s1991 patent.
As well Hughes was acquired by Raytheon, a private defense contractor, in 1997, the same company that acquired E-systems and the HAARP contract so weather manipulation (HAARP) is certainly part of the agenda
Of course the spraying of ALUMINUM opens up significant environment and health risk which is focused research paper on APP.
Think of HAARP like as a powerful radio or TV transmitting station, with the power multiplied many times, and with other parameters such as frequency and pulsing speed intentionally aimed towards the ionosphere which affects weather and quakes and other atmospheric and ground control and viewing functions.
The main antenna array is a 12 x 15 antenna grid running at up to 3.6MW of power. However, the grid arrangement and antenna size/placement, via electromagnetic wave physics, allows for a significant transmitted power boost over what would normally be possible with a single antenna, so that the total effective radiated output power can reach 5.1 GigaWatts.
Let’s just say enough to flash-toast your dinner in a nanosecond or two plus plenty of room to spare.
Since research shows that something even as small as a cell phone can trigger health problems with extended use and a maximum output power of around 2 watts, you can start to see a hint of the potential problems involved with HAARP.
Fortunately, there are also scientists involved who have concerns, and there seems to be recent news that the Alaska site may be disconnected soon, but that scenario may simply be to limit press and trackability of similar more clandestine systems and projects occurring elsewhere such as the mobile HAARP-like systems.
Likely other countries are also experimenting on their own,but in a much more clandestine way.
Is HAARP affecting people on the planet? Without question.
What effects is it having?
Nearly impossible to determine at this point, but certainly one of the contributing factors to strong, invisible man-made influences in our daily life that have little long-term research behind them and where the precautionary principle is at best used in a limited way.
HAARP is not just some crazy hype. Unfortunately, it is the real thing, and mostly not being used for life-serving purposes.
One of the goals is definitely weather control, but it does not stop there. It is an extremely high energy network of antennas that focuses electromagnetic waves of varying wavelengths to affect the ionosphere, originally. Due to the incredible energy sent out it can also trigger earthquakes as a resonance builds up between ionosphere and the ground, especially at certain frequencies that are pulsed for extended periods of time to build up energy in a resonant standing wave model, like one builds up increasing energy with each push when pushing someone on a swing, except huge amounts of energy build up much faster in the case of HAARP.
The main installation is in Alaska, but now here are mobile systems on aircraft carriers hat can travel and trigger events more locally to different global regions, although even the Alaska system correctly configured can trigger events outside of North America by reflecting from the ionosphere and hopping back and forth between there and the earth until the target location is reached.
The main benefit I believe from gov point of view is that its effects fly under the radar, if you will forgive a very sad pun, because it is very difficult to track the source of the weather and quake havoc that results. There was, for example, one of the main mobile HAARP aircraft carriers present near Japan before the huge Fukushima quake/disaster. There is a way to track the history of different frequencies of electromagnetic radiation, and certain frequencies key to earthquakes were present before Fukushima quake, although such frequencies are also many times generated from the earth’s plates crushing together just before quakes.
It is a rather severe case of the precautionary principle not being applied, but more of a try it and see what happens approach.
One of the more outspoken sources that shares reliable details about HAARP and its negative effects is Dr. Nick Begich who is the main author of “Angels Don’t Play this Haarp” (and who lives fairly near the Alaska installation):

Many videos and interviews of Dr. Begich come up on YouTube if you search the book title, for example, this one where he tells some of the history:
